While anything can be YEMV, it should be a SP. Definitely do not request it via a live agent since that can definitely result in HP. You can try doing it via the automated system if it gives you the option to CLI (under other options). Let us know if it worked for you.
Finstar, If you call to speak to a live agent, can't you request it be processed ONLY if it is done on a soft pull ? I believe they have the option of doing it either way, but of stated like that in advance they will only do a soft pull.

Not necessarily. The agent will simply process and submit the request. They may provide a disclosure that it can result in a HP if you wish to proceed. That's why it's best to do it online or via their automated system for best results (to avoid the HP).
