I have an SDFCU Visa at 6.99%. That's one of the lowest I've seen. I don't think NASA has the lowest rates, but they are great nonetheless. From what I've read they are a powerhouse and they certainly can back what they are doing.
If you can get in with SDFCU and have a 720+ EX score you may qualify for their best terms too.

They should accept bank statements or another credit card bill. It has to be recurring dated no later than 30 days that was sent to the address you used on your application.

For membership, they wanted a copy of my SS card. Crazy. I gave them my passport instead, and they appoved it right away.
For CC, they wanted pay stubs.

My membership was instant approved, followed by instant approved credit card. I uploaded my driver's license and utility bill for membership just so they wouldn't have to ask. Nothing uploaded for the card and it was funded in about 36 hours. I applied for PLOC yesterday and uploaded 2 months of paystubs, it's pending.
I think they have it set up well, so it's pretty easy to upload the various documents. Some apps I've seen are asking for documents up front, some aren't. AS CU's are concerned they seem pretty lenient on the docus required.
