Consider NASA...questions

If you are apping for their CC without a membership you are guaranteed a HP. If you app after membership is approved (re: the CC app will be pre-filled) then you seem to have a better than 50/50 chance of getting approved with SP's only. 

That is basically what I'm seeing and can confirm 1 SP on EX today for NASAFCU after membership then CC app. However CC is still pending so that may change.

No I didn't log in and still haven't been able to.  After membership approved I went through the prompts for credit card.

Just for giggles, I opened an app for the CC and its pre-filled even though my membership is still pending. I just entered my email for returning applicants.

Register first, they will send you a member number and then apply for a CC, I was approved last night for 25k ... Easy process
