You are aware of the recent higher than expected volume and response they received for their products right? And why compare Barclays with NASA FCU? Folks that have had NASA have not reported any issues with their accounts, unless somehow you've conducted a statistical poll that translates otherwise. I have family members and friends who bank with them - no issues. They're definitely not Citi, Chase or Wells in the grand scheme of things so I think being patient doesn't hurt in any way shape or form... so their cards are taking a little longer... big deal.

But yes, while I realize they are not a bank, but a CU, the delays and reversals and everything we've seen does NOT give me confidence in them whatsoever.

Exactly. And, card vendors/processors alike are normally outsourced (unless they have in-house operations like Chase, Citi or BofA), can also experience backlogs for processing such high volumes of plastics that they would need to adjust based on such demands.
Sorry that they were not right there waiting for your approval on a whim to print your plastic and rush it to you, but this is the world we live in and unless you can print your own plastic or like Cabela's WFB who can print it right then and there on the spot, guess you're just gonna have to wait it out like the rest of us. If you have no confidence in their efforts or how they've handled your experience, as a consumer you have choices, there are plenty of other CUs or banks everywhere. Let me guess, did you even invest any type of nominal balance (besides the default savings account)? I can see if you parked $5K, $10K (or greater sums) but still...
Like any new toy, waiting is difficult. The primary disadvantage online sales have to local retail stores is the WAIT rather than taking it home with you on the spot. This is why Amazon is now offering same day delivery in some areas for their products - well some of them, and why they have a multitude of regional shipping centers.
I understand full well why the OP is "concerned" wit the delay, frankly once most people are "approved" for a new card they watch the mail everyday. I recently was approved for a GM BuyPower Card and it arrived in 5 days - I was impressed, have not used it yet and I've had it a couple of weeks, buy I have a very positive impression of the card because of the up front "service" of nothing else but the delivery. Congressional Federal CU got me account information and cards in less than a week and they are much smaller than NASA FCU.
Diner's Club MC just reetered the consumer market - operated by BMO Harris out of Chicago (Parent company is in Canada), not only are they approving and/or processing applications quickly, but they are using a contractor in Buffalo NY to process and main PINS in a day or two followed by cards quickly - great impression of a professional operation.
I also understand that NASA FCU did not expect the "massive" response to their membership drive, but they ran ads during NFL games so any lack of fore sight does not appear to be "professional". I know NASA FCU has nothing to do with NASA per se, but I deal with NASA's budget requests every year ($17.6 billion) and I've toured several of the NASA facilities along with a rocket launch, etc. NASA is very professional, has great foresight, has to plan for the unexpected on so many facets and gets amazing results 99.5% of the time. The NASA name comes with an image in mind and the "oh we are too busy" while not running staff over time to cover their created crisis is a poor excuse.
I understand full well the OP's frustration with the too long wait and poor response to a "too successful" crisis NASA FCU created. I also find the snarky "what's your hurry" comments to be a bit harsh - these boards are filled with thousands of comments about checking the mail and waiting on new cards to arrive.
Snarky comments are not what I have come to expected from myFICO boards, especially defending an over promising under proforming lender, including a CU.

It required documents (income paystubs) she supplied the last two and uploaded.... 6 days later it still says approved should it say anything else? Or will she just be waiting for the card

The application approval does not appear to be finalized. Your mom will need to contact them to obtain further guidance on the processing of the submitted information. Once the underwriting team has reviewed the required docs (and unless they have further questions for your mom) then the online portal would reflect the following status: APPROVED (Ready For Funding) once digital docs have been sent for signature. Once signed and confirmed by NASA FCU, the status will change to APPROVED (Funded). At that point, a card will be issued but be aware it may take longer than the standard delivery time.
Actually seasoned card holders are generally not waiting by the mailbox every day for a recently approved card. It's understood that the time it takes to receive a card can vary, especially during a rush and does not necessarily reflect on the overall level of professionalism of the lender.
As Spock duly notes '...having is not so nearly a pleasing feeling as wanting, it is not logical but it is so' this is in part why we can actually relish the moments until blast off with anticipation and are happy to wait. Newbies, those with a time sensitive agenda, or desperate for credit, perhaps not so much.

Established users have also been requesting cards to be expedited, simply because they want to get the card ASAP. I can see the argument as "Why not?" in those cases when it is free to do so, although it is not something I have ever done. But it is not constrained to those you list!

Sure, agreed, neither have I but if it's free why not...wasn't necessarily intended to be an exhaustive list, however, this group appears to fall squarely in the catchall category of 'those with a time sensitive agenda' (real or just prefer instant gratification).
