Ironically, I got some kind of offer in the mail last week from Credit One. I nearly choked when I saw it. I have 2 AmEx cards, Discover, PenFed, and Cap1.....why in the blue blazes would anyone with those cards accept and invitation from Credit One?!?! I had a good laugh at least, and then shredded the papers.

I get a straight denial, so I'd say it's probably solid.
Do you get the opt out notice and actual prequal language or just "recommended card"? If it's the former, it sounds more solid, I get the latter and don't think I would be approved for anything right now based on all my new accounts.

Yep.
If US Bank gives a solid APR, not a range, then it is most likely to be approved unless you have some recent changes. If they give you a range for the APR it is still good, but not as likely as there are things preventing them from giving you a solid APR, this could be new accounts, low AAoA, inquiries, or whatever. If it gives you nothing, then it has a much higher chance of denial.
I app'd with a range APR and got myself a Cash+ card with a $500 limit. It was at the end of a spree and with low AAoA. Oddly, the APR was lower than what BofA gave me with a $15,000 limit.
Never knew about the Merrick. I took them up on one a few years ago when I had high util to help out (not really "rebuilding") that wasn't too offensive, just no rewards (no AF, 19%, I think it was $2500) and closed it since coming to these boards, so maybe I'm just not on their radar but I find it kind of offensive that they have no offers for me. Citi, on the other hand, is offering me a 14.24% ThankYou Preferred with 15k points or 15.24% ThankYou Premier with 30k points. Too many cards and I'm in the garden...

How do you keep up with all those?

In a spreadsheet I discussed here:
It's a lot of cards, and there are a few that my wife has that I am not an AU on, also in that spreadsheet. I'll be pruning - closing and combining accounts in the next year or two as balance transfers are paid off. For number of cards, I'm certainly well up there compared to the general population, but around here I think I'm just above average. I've seen a few posters here with twice the number of cards I have.
This is what I got from discover, tried for curiosity. I'm assuming this is not a good pre-qual?
0% Intro APR* for 14 months on purchases.
Then 11.74% – 23.74% Standard Variable Purchase APR applies.
3% fee for each balance transfer.
