Depends on the issuer. Some ONLY give auto-clis - no way to request (TD Bank/Target for example).
MOST will give auto-clis at some point to folks they deem deserving.
MOST you can go online and ask. Some will cost you a HP, some will do it via a SP, some will use the last credit score they have on file for you from when they last did an account review (AR).
SOME will notify you on an auto-cli - some won't.

That too will be a case-by-case situation of what the lenders decide. I find most will do a soft pull at least for me with the 5 CLI I requested recently and if you call to push it they can request to do a hard pull for further evaluation
























If you do a search in the search bar above, type in "Chase CLI" or "Amex cli timing" and that will pull up the info you are looking for. Im not sure if there is list already made.
