It looks from the screenshot your using Experian's service. I have not accepted enough preapprovals from them to actually say that it's the bank that's agreeing your preapproved or based of their metrics, you meet the criteria for preapproval. That's certainly a high APR with a fee so be cautious of that. Happy you've got an approval but I don't know that I'd say their "moving up"

I recently got an Amex Delta Gold and one of the perks included a free 1 year membership to Calm. I took advantage of the offer because it was free. I plan to check it out this weekend. It's billed at $70 annually...OUCH!
Quite honestly. I don't think CreditOne can ever move up enough to get out of credit hell (At least to me). They prey on the most vulnerable of people, they are just so bad.

It's not unheard of by any means to have a subset of AMEX offers also be extended to cards from other issuers that use the AMEX payment network.
As a simple example my WF Propel is extending the same AMEX shop small $5 off of $10+ offer that I had accepted on my AMEX Gold card.
