2/90 is the issue despite pre-approvals.
I do get the reason for tthe denial. It's the pre-approval itself - my surprise is they started showing up again so soon. Up to now, pre-approvals have only shown up on Amex in March (when I got two cards) and November (when I got two more). After I got my cards the pre-approvals disappeared, as expected. They seem to have come back for no discernable reason - my scores are not only not up since November, they're down about 19 points!
