There has to be some other reason than inquiries because that number is not too many. Your best bet to get any type of reconsideration is to contact the EO office

Comenity goes only off of equifax. Your score in your signature is borderline. Your right on the hair with them. Comenity has horrible EO and recon chances. I just want to be honest because when I app'd for the total rewards visa she said "your score is off by 21 points and "WE WILL NOT RECONSIDER". LOL they are straight up. Good luck though and I would try again when you have a little bit more reported history. 3 months more and key your utilization under 15%.
I wonder if they are referring to to many inquiries internal to them.
How many new cards have you obtained recently?
Since it looks like your credit file is newer, they could just be referring to the age of the file vs how many times they have inquired (soft pull) for you. They may have hit an exposure risk cap, at least on the specific card you were looking for. Different cards from them have different underwitting requirements.
What is your AAoA and how many other commenity cards do you have already?
