I've had my Amazon card since March of this year and I tried the chat function and my request for a CLI was denied. I tried doing it on the website and it says "Can't process a credit line increase online for this account". I'm bummed, I use that card every month and always pay in full. My utilization right now is at 2%.
Give it a few more months to establish some usage and history. Some may recommend calling Credit Solutions (if chat or online CLI link failed) and that can be another option but still no guarantee you'll get a CLI since everyone's experience will vary.
March is pretty new. Don't screw up your personal budget or anything but I have read that they like to see a balance carried. Just get right at that threshold to hit the 0 percent for 6 months and try that. Is amazon card offers 0% for anything? Check slickdeals for TP and Tide threads and stock up on household essentials. Purchases like that make slightly more sense. that is the most effective way to use credit, to get banks to pay you to use them. With a hurting score most of us wont get a sweet cashback card or 0% intros for a whole year, Amazon is the next best thing.
It took me 9 months to get my first CLI on my Walmart card. It was my first Synchrony card and I think they wanted to see how I handled it. But once I was finally able to get a CLI, then I was able to get one every 4-6 months. Just be patient and you will get one. They like to see usage on their cards, so let a balance report from time to time, you can still PIF but let the balance post to your statement (this works with Comenity cards too).
I opened my account Mar 09, 2015 (According to my reports, so anytime 3 weeks before that)
I made 1 purchase for 64 dollars, took 2 months to pay it off and it sat with no usage for 2 months, they auto gave me a small CLI without my asking. (from I think 1400 to 2000)
A few weeks/almost a month after that with the online auto CLI declining me, the online chat option finally showed up (never did before) the rep gave me a limit of 3500.
(I got one of my denial letters from the auto CLI attempt the day after I got my online chat increase)
I have judgements and collections on my report, a ton of inquiries and new accounts. (like atleast 30 inquiries and 5-7 accounts this year)
(Walmart card gave me a 3500 limit as well from 1150, it was near maxed out when they gave the increase.)

forgot to add, the online auto CLI attempts almost always gave me the same reply as you, cannot process online at this time. It went through a few times, but those were all denials.
You may just try again and see if the online chat comes up with something other than a no.
I received my amazon card earlier this year too, I have made one purchase on it for I believe $17.00. I have let it sit since then. I tried to use the love button (credit limit increase button) on their website and it told me the same thing. I used the chat feature and I asked for 2000, my starting limit was 700. I was approved. I still never made a purchase again. I asked just a couple weeks ago for another increase to $5000 and was approved for $4000. My wife has an account too and I did the same with her account, hers was nearly maxed out at $600 and I asked for $5000 and they gave her $4000. The best way for me to get an increase is to chat or call them. The link never works for me on any of my sync cards. Even if you just clicked the link and got a denial you can still chat and ask that way. I did it and got denied then chatted and got approved. Its pretty easy. I believe I got my card in Feb or March and have had atleast 2 increases now. Never hurts to ask.
I got my Amazon card around the same time ($400) and tried for a CLI back in June and was denied. When I logged into my account the other day to pay my bill I noticed that they gave me a $1K increase. You may have an automatic CLI coming soon! Cross your fingers.
Sorry to hear about Amazon Card CLI denial. I got approved for $2700. I was able to get CLIto $5K thru online chat. Don't giv up. Keep trying to ask. Tried smaller amount.

I opened my account in March 2015, for $600. After a few attempts via the increase button, I was denied, It kept telling me "cannot process your request at this time"..so I used the chat feature and asked for $3500, was approved immediately. This was after purchasing $340 on a $600 limit, making $60 payments monthly and time of increase I had a $95 balance. I did not pay in full since it's still in 0% promo period.
My scores were +/- 20 points lower when I was originally approved.
My initial thought is an issue of spend. In the first few months they 'prefer' to see heavier spend which normally translates n2 auto CLI. Thereafter they seem much easier to come by. So even if you're using regularly your overall spend still may not be enuff. In general this is YMMV of course but in the case of Synchrony specifically its more typical of how they operate. The CLI is definitely there. Increased spend with low remaining balance - its all a matter of strategizing. Work the account for the next few months and when U feel ready to try for next CLI report back. Good luck.
