They reduced my apr just a couple of weeks ago down to 16.XX but want to give me 20+ on a new card.

Yep my one card I have with them is at 25.x apr as still in intro period you better bet they will drop that at least 6 points after my intro period is up or i won't flinch about closing it as you know how i feel about them Smiley Happy.  Then new card they are offering me the best apr, bi-polar discover, nothing new to see here!

You can only combine limits if you have a CLI available that is big enough for the new limit? That sounds like a way to prevent us from doing it. How many of us are eligible for CLIs that large? I don't think I get it.

no only if the card you would like your limit transferred to has a CLI of any amount available on it

I asked Discover about combination of cards/ limits. She said:
1. You have to have a credit limit increase available on one of the cards enough to accommodate both limits. 
 
This is where I took the info from that is confusing me.

That's the way she said it, which threw me off at first. But they really just need to confirm you can get a CLI. I did the reallocation this way. When it got it online I called them, they put the CLI on hold, did the reallocation and gave me the CLI as well.
I guess all forms of changing CL within cards needs to be done this way.
