Given the limit on my card relative to use, they are absolutely right
I wouldn't give myself a CLI.
Sometimes it's all about lender extending as much credit as they are comfortable with. Use doesn't help there, SD doesn't help, only time does.
I suppose I figured 60% util each month was enough to qualify for a a CLI, I don't need it, just want to have it so I have a better credit profile... what can I say I'm impatient hahaha... sorry what does SD mean?

The 30 day and excessive inquiries are likely what's truly holding you back. If you've been using the card for anything that could be considered a cash equivalent, they evidently take notice of that as well (this is the first time I've seen the cash advance excuse used by Disco.). Discover likes being your daily driver and lately seems to require spend above what happens to be the 5% cats for the month.
I mean... a while back I used it for venmo which I heard now codes as a cash advance (it didn't before and Amex still doest code it as a cash advance) but it's been years. Guess just keep waiting, I'm sure citi will be more lenient since it's my daily card and I put roughly 8k a month through it on a 4k limit (just got a cli so I have to wait until october) and I'm waiting for my amex review in August to get me out of the doghouse (been putting 15-20k through a 2k limit on my gold card) I was just curious with Disco because it was one of my starting cards and they gave me 3500 off the bat so I was expecting it to grow pretty quickly but I've learned that's not always how it works haha...

Discover is very hit and miss with what they like in a profile to begin with. Mine grew like crazy in the beginning, as I was using it for most everything the first year for the double cash back. My Amex BCE, now BCP took forever to get up to where it is now. Some people have Amex open up big right from the start. Every lender has their own nuances, but one thing you can count on with all of them is wanting heavy use and at least mostly PIF. This along with a clean, aged profile will open things up with all but the most conservative lenders out there who may want more in a relationship to crack the vault door open.
Give it time. I'm thinking Venmo is likely the cash advance culprit. (Heck, I've pulled $20 off my Disco at the grocery store a couple times and they never batted an eye.) Let the 30 day age older and fall off while keeping your utilization in check. Disco should start opening the door a lot easier.
