Discover Card question

If I apply for a Discover CC and get denied, can I use the same hard pull to ask for a secured card? 

When I use their pre-qualification website, it only offers me a secured CC.

I have a thin file with only one revolving and one installment loan. EXP is at 748

I believe it will be another hard pull, but I would try calling them first.
