The ability to product change a card is never guaranteed, however you CANNOT product change to or from Citi Simplicity.
I believe you lose the 0% intro rate for NEW purchases if you get Double Cash and you lose 3 months of 0% intro. for balance transfers vs Simplicty.
Still, for your long-term credit Double Cash is worth considering.
If you can join Navy Federal, their Platinum card is a good choice for balance transfers.

if your looking for a long 0 offer why not go for the Diamond? Simplicity cannot be PCed and the Diamonds features and offers are usually similar to the Simplicity's..... And you can always turn a diamond into a DC or possibly a TYP of some sort.... Simplicity is a dead end road...
I agree with the other posters here. Simplicity or closed are your options. US Bank Platinum does offer 20 months at 0%.
Citi has always double pulled my Eq and Exp for all the cards I have had with them
they double pulled me when i apped for the double cash card a few weeks ago
Single pull last year when I apped for the AAdvantage Select and double pull for the Simplicity in Feb this year.
