It seems as though CLI information for all the lenders is spread out and buried in many different threads. Is there anyone on here that has the knowledge and feels like compiling the information? I would if I had the info.

For Citi, I can only go by my own experience...which is that they're very sensitive to inquiries and new accts. Citi gave my DoubleCash card - unprompted - a 50% bump from 2400 to 3600 back in 2017. Every part of my financial/credit situation is stronger now (income is 3x, fico is +75), with one exception: my inquiries and new accts are way up. Actual card use doesn't seem to matter. I put > $25k in spending on a 3.6k limit card in each of the last two years, have a perfect repayment history since opening, and always make sure my balance is 0 when requesting a CLI. It's not about total credit limits, either. This summer, Citi approved a Custom Cash card with an initial limit nearly 3x the size of the DC, literally one week after denying a CLI for the DC.
I suspect that Citi practices "soft bucketing" for their less creditworthy approvals (like my DC). They're not quite as strict as CapitalOne. It's not literally impossible to get a CLI or APR reduction. But it seems like their initial terms are "sticky."

Bank of the West - We'll start you out at $3K and leave you there for a year.
End of that year - You don't spend enough for a CLI, even though we soft pull and see you spending and PIF roughly $15K/month.
I have FNBO which I got back in Feb 2021. Used them to do a balance transfer. They started me out with 15K. I transferred about 10K over to the card which I"m paying down now. Checked my email the other day and they raised my limit to 18K! I didn't even ask for it they did it out the blue. Gotta love it!
