Yes the 2 - 4 week response is standard.
Did you apply for the dark blue card that runs on the AMEX network? I received a pre-approval from them last time I was back in Michigan. Seemed weird that they sent it to my Mum's address where I haven't lived in 12 years. I didn't end up applying, but I did consider it at length. Good luck with your application and I agree with the other posters; I believe all FNBO apps are manually reviewed, so you'll have to be patient.
I got the same response when I applied and was approved 2 days later.
I applied for a FNBO SavingStar Amex card on a Sunday, and wasn't aproved until Wednesday afternoon, wheres they didn't send me an email informing me of that until Thursday afternoon.
That was a month ago. I've already received the invitation to apply for the FNBO Amex card. It does say it is available on request. However I don't need a 1% cash back card. I wish they were more prompt about giving me a free FICO score.

So they have nerfed the new apps, used to be 2% gas/groceries 1% all else, mine still is..
