I pre apped and said $15k at 22%. Just officially apped and was approved instantly for exactly that. I do have 1 other fnbo card for 7 months.

This begs to question.... What is FNBO seeing on a HP that they're not seeing on a SP? Is there some Lexis Nexus or Innovus voodoo happening in the background on application that causes FNBO to get cold feet?

HP/SP provide the same information. However, we're not privvy to know what top criteria or parameters are driving the pre-screened offers vs when the trigger is pulled. It's possible that FNBO has other internal/external resources to drive [AI] UW decisions. In the past they were known to access SageStream or ARS, for example.

I was all together denied, not even secured card, unsurprisingly.
SO got 14k at max interest rate "offer" with his shiny new scores. After doing more reading here, decided to not app yet. 1 of 2 COs fall off EX this month (already off TU) and much lower util will report on a card carrying a promo at the end of this month. Will run pre-app again then and decide if we will spin the wheel!
It would be nice to move away from rebuilder cards and limits, but I am not holding my breath.
For anybody that is familar with the card how are they with CLIs? Is it a SP or HP? I pre-approved for a 5k SL I'm trying to hold off in applying but its hard lol & it would tie with my last app for US bank Cash+ (9/20) at 5K, which is my highest SL to date from all my cards. Right now my UT is 10% & EX 738 with 2 inquiries (1 new from a SSL reported eariler this month) I'm debating if its worth it or not to app now or wait to see if their SL could change in a few months

Typically, if an account is eligible, you can qualify for a SP CLI when you call them. Submitting the request online can result in a HP, though. The reported data points for CLI eligibility is around ~6 months from approval and roughly ~4 months thereafter. Not every request will yield a CLI, but you can always check to see whether there's an offer.
Pre-approved for the highest apr but for 14k. Anyone been approved with lots of new accounts and inquiries? Looking for some info on odds. Experian is 746 but I'm 4/12 and have I think 9 inquiries (bought a car in Feb)....14k in very tempting tho... Should I just wait!?
I would wait. A number of people have been declined despite the prequal and FNBO is known to be sensitive to inquiries.
They are known to be conservative and numerous people here have applied after prequalifying and have been denied
