So I spent about an hour on the phone running in circles to different departments with chase to get the status on my chase amazon and chase freedom cards, and a credit analyst finally gave me a reason for why the amazon visa was denied, and I couldn't really rebut it I suppose since one of my accounts wasn't 6 months old, and only 1 card was barely 6 months, and there were 3 inquiries. I guess I can't get a recon, I don't have a good excuse.
But the other one turned out to be pending in review, and I was made to fax things in to a 201 area code number, which I doubled checked with verification department and was told was correct but that it takes 24 to 48 hours to be reviewed, sent in SS, Driver Lic, and Insurance Bill, with some notes on there to clear things up.
After that much trouble, do you imagine they even remotely intended to approve me to Chase Freedom? My score is 638ish some inquiries was 641. I also had to go through authentication for my Chase Journey account, with transunion.
Sounds a bit like my fiasco with Citi and the home depot card
I had to go to the store TWICE after applying online, because my home phone number is in the significant others name
They were being a huge PITA about it too.
Ultimately I was approved
I know it isnt the same bank, but the situation may very well be the same

I had a similar experience with Chase and the Amazon Prime Rewards card.
I just got approved for my first credit cards in June (with SLs of $300 and $500). In October I took a stupid gamble and applied for Chase Freedom and somehow got approved for $2,500. Logged in and had an offer for Sapphire Preferred, applied, was approved instantly for $5,000. I still don't know why they approved me since my AAoA was about 3 months and they were instantly my largest lines by a large margin and I've heard they don't like either of those things. Anyway, applied for the Amazon Prime card about a week later because I read it was exempt from the 5/24 rule and got the "we need to review further" message. I ended up getting a letter from them requesting those identification items and faxed them in. I figured there was no way I'd get approved since I just got two new cards from them and I already didn't know why I was approved. Two weeks went by and I called in and was told that it sometimes takes up to 10 days for them to receive faxed in info (...huh?) anyway called back a day later when the identity verification department was open and was approved for a $2,000 SL. If it helps, my scores were around the 720-730 range.
So I guess the Chase experience is different for everyone but the "we need to review further" or "we need more information" messages don't automatically mean death for your app. It may take a while for them to process that faxed info though. Wouldn't hurt to call in to their status line and check on it.
I just went through the same thing with Stash Synchrony, except they wanted my bank to notarized my affidavite, ultimately got approved for a measly 2900.00 I wouldn't do it again

Chase is very nasty about this. You'll have to go through the verification, then the lending department will review your application. With your low FICO, the chance is not great.
If I were you, I'd visit a local branch (if you have the banking relationship). It is much easier to let the branch banker do the work.
Chase does not like folks with thin files, or with low credit.
