The community needs a lot more information. For one, are those FICO 8/9 score or are they Vantage scores from a website like Credit Karma? They aren't the same thing.
Also, what other cards/limits do you have? Any degrogatories including reporting bankruptcies, late payments, or collections? Have you ever "burned" Citi in a bankruptcy, settlement, or collection?
Which card do you want to get from Citi?
I'm guessing that your 650's score and profile is probably marginal for Citi. The closer you are to 700 or better, the better your odds. So the time to wait would depend on what happens to move your scores and how quickly.
I was excited when I saw the title, as I bank with CIT Bank (https://www.cit.com/cit-bank/) and wasn't aware they had a credit card. It turns out that they service some old FNBO card, but then I see the OP actually meant Citi.

OP, you will not be approved with a BK from October on your reports. I'm sorry. It will likely be a minimum of 7 years since BK and drastic profile improvement.
Yea and it sucks. I started out with credit one finally got approved for discover in Nov. Just got a capital one platinum.

Sounds like you can dump Credit One now that you've got a couple of prime cards. Honestly I wouldn't worry about acquiring more cards right now if I were you. I'd focus more on cleaning up your file, keeping your utilization low and simply letting time do it's thing until you see your Fico scores touch 700+.
Yea thanks. Utilization around 11%. My equifax went up 10 points.
