As you can see from my signature I was approved for 2 Chase cards in July. I'd also like to add the CSP to my collection. I was prequalified for the Freedom, FU, CSP, and Slate in July at the time of my apps. I have checked recently and I have no prequalifies on Chase. I'd like to apply for the card around late October/November cause that's when it'll be easiest for me to meet the minimum spend. Is that too soon to apply for a third Chase card?

The dates are there if you hover your cursor over the card(s). "Only" 4 are within the last 2 years which is why I'd like to get the CSP next.

No, that is not too soon to apply for another card with them. As long as nothing has changed in your profile by then, you should be good to go-
