I've been gardening for 12 months to apply for a US Bank Altitude Reserve. My last card was opened January 27, 2023. Am I good to apply as soon as tomorrow, or should I wait until we're into February for my credit reports to show as being 0/12?
You've waited this long, what's a few more days until the calender changes.

Fair point, thank you!

on top of getting an improvement to your credit profile by getting monthly age bumps to several metrics which happens on the first, no reason not to wait
You should wait until at least Feb 1, 2024. I've heard from multiple people in this community that US Bank goes by what is your status on the 1st day of each month. So dropping down to 0/12 in the middle of the month, US Bank will still view your status as above 0/12 until the first day of the next month. Since we are so close, I would wait until next month begins to ask. That's what I've done before applying for my 2 US Bank cards and it worked out well for me.
