Just a couple of minor suggestions:
1. If you really mean 30%, IMHO, I would get it to 29% -- just to put you in the <30% bucket. And, then, contiuously work on getting it lower.
2. Does across the board mean more than one card is reporting a balance? If yes, IMHO, I would try to get that to only 1 card reporting a balance, and preferably at <9%.

I started the process of asking for a CLI on one of my two Citi cards. The wording was as if they wanted to perform a HP before making a decision. I clicked off the page. Next day, I had an email telling me they could not approve my request. I never hit send or completed the process. I thought that was kinda arrogant.

Also I got denied by Citi for a 26 year old chargeoff (long memory I guess) but overturned on recon.
I had 10 in 6 months and was approved.
When I was approved for the Costco Visa over a year and a half ago I had several inquiries for sure. I was approved today for the Citi AAdvantage Platinum Select card and the EX inquiries weren't an issue (and I have lots of inquiries). So, there's always something else at work with an individual's overall profile that may hinder an approval, all other things considered.
