Thanks, everyone for your help -- you were more help than the CSR and seemed to know more.
I sent ahead and applied for the Cash Rewards and got:
We’ve received your application for a cashREWARDS card and will review it as soon as possible.
You can expect an answer within 24-48 hours.
I was hoping it would just say "sorry -- you don't qualify but here's the secured card offer!" rather than making me wait even longer.
Oh well -- the Navy is going to have to teach me patience, I guess!

@designated_knitter, If for any reason you are denied?, you can try to get them to reconsider your application.
Someone just did it and went from a denial to a approval with a fairly large credit limit.

the same happened to us I thought denial for sure as our inquiries and new accounts in past 2 months is high. But we were approved , we were surprised.
do they inform you of the "internal score" somehow?

If you receive "The price you pay for credit" letter after denial or not getting the lowest APR for an NFCU product I believe it is included in that letter.

You only receive your NFCU internal score if you have been refused a credit product.
Mine came with price you pay for credit page
On the back it states your credit score and understanding your credit score
Your Navy Federal Score 275
Range of Navy Federal score 100 to a high of 450
Hey any update on what ended up happening did they approve you? Did you end up apping right after joining without waiting , did you put any money into your accounts or direct deposits or just went right ahead and apped after joining? Curious if you were approved
