I don't think USAA lets anyone other than parents or kids join. You may want to look into Navy Federal if you're aren't already a member. I haven't heard too much about USAA credit cards but I'm sure someone will chime in.

I believe your family member has to have been an actual member not just a vet. Im a partial member but cant get any products go figure
I know they have somewhat loosened up on relations that can join, but IIRC, the relation needs to have been a member, and a full membership is required for banking products.
USAA is not a credit union.
From what I remember you grandpa would have to be or have been a member then your parent also which would then make you eligible. They're not like NFCU when it comes to eligibility at all. I know sometimes they have loosened eligibility but I believe it's back to actual active membership required.

I am also a partial member, and I can apply any credit card from them but not insurance products.

your parent has to join first before you can join
USAA will not let you skip generation
In order to join you have to be active or retired military, or have a parent who is already a member.
NFCU and PenFed arguably offer better cards compared to the current USAA lineup. The USAA Limitless Cashback is probably the best card that they've ever offered, but new applications are closed. The Amex Cashback Plus is decent for gas and base purchases, but the 5% is capped at $3k/year.
