Still no decision on my CLOC $15.k app from early today. Still says "Review in Process" Could that possibly mean a denial?

I have seen some pretty high... I don't think there is a hard and fast rule.
Update: Checked my email this morning and saw a message from NFCU saying loan was approved, Although on their website is stil says review in process. Clicked on the link and it's requesting that a promissary note be signed. Is this a normal procedure for this type of loan? And does that mean I was approved for the full amount?
