Most likley yes - that decline reason indicates that you currently have all the available credit Navy wants to give you right now

wait another 6 months?? or 3 additinal months?  Do you think i can get the automatic counter offer now that its my second time asking for a CLI? Im at 9k right now but i want the 25k limit.

More data point for the cli timeframe. Approved my first navy cc in 9/16 with best rates and sl of 25k on the platinum. Requested my second cc cashRewards and was denied twice until 3 statements cut and 90 days on 12/28/2016 with only 5k sl. Last week I requested cli for cashRewards and 24 hrs message. Called csr to recon , stated was denied. Send secure message no reply. Received letter today " acct too new". TU score 740.
Ymmv but no cli again for me until the ar in July when cashRewards is more than 6 months old. Hope this helps someone.

Navy WILL NOT change the limit on a card more than once in a 180 day period, regardless of why the increase that started the clock occurred.  see you in 6 months.

I've read mixed reviews- does nfcu report statement balance or balance 3 days after statement to bureaus? Just trying to learn their timing. Thanks!

It has always been my statement balance that is posted 3 days after due date @Champcardz
