Thanks for this. I'm considering joining NFCU next year and going for the Cash Rewards Visa, so this is helpful. As to credit utilization, would that be overall or for Navy Fed cards specifically?

I can confirm they pulled TU for the CLOC last night and EQ for CC app.

I joined NFCU in February. They gave me a CLI and a second card at 90 days.
I'm still waiting for the verification from St. Louis (personnel records center) on my father's service record. When I get that, I'll see about joining NFCU. (EDIT: Disregard that last sentence. I really do need to wait until after New Year's because NFCU usually does HP's for new accounts and I don't want to risk that while I'm gardening.)
Does Navy do mid-cycle reporting to the CRAs? My Cash Rewards recently reported with 70% utilization but I had sent two payments which were not credited when the statement cut on 8/4. I currently have a credit balance of $418 but the CRAs show high utilization. Normally this wouldn't be a big deal since it would be corrected next month but I'm thinking of requesting a CLI after the AR next month so I'm trying to get the best EQ FICO 9 score possible. Currently its reported as 751 on PenFed and 750 Navy (both scores from July).

You can try, but i dont think they do. that or send a dispute?
How much time should you wait between CLI requests?
