Just FYI, if you apply for new credit with a fraud alert something would be very wrong if you were to get an automatic approval, since the entire point of the fraud alert is to prevent those.

I've had no experience with the recon, so someone else would need to speak to that, but you got a decent interest rate. Navy is all about the relationship...so when 91/3 rolls around and if you choose to pull the trigger on card number 2 you may be knock off your feet!

What about the positive vibes? An approval is an approval. Worse case scenario, declined or $500. You can try to SM Navy to see whether the account can be reconsidered for a higher CL, but temper your expectations. Plenty of folks would be happy for a $1K approval.

This is way better than a denial. You can send NFCU a SM and ask. Let them know how excited you are to be in with NFCU and that you were hoping for a $3K SL and you would like them to take another look. Otherwise it's 91 days/3 statements and another HP.
On another note, I saw where you requested a CLI on another card and was declined. It may be time to garden.
