@OmarGB9, Theoretically you can ask away, however IMHO .. I would not ask too often,
probably every 90 days until one is granted. You would not want some UW to put naughty remarks noted to your account.
This is just my $0.02's worth, and probably ain't worth more than that

Very very interesting! I just opened an account with navy fed and got my first credit card with them. I tried checking my credit score on the app but it says I need to wait at least 2 billing cycles before It will allow me to see my credit score.. I want to plan and do this perfectly! I already have the card maxed out and I plan to Max it out every month until my 91/3 comes and my statement date isn't until April the 6th where I plan to pay it in full on April the 1st.. I want to request a CLI on 91/3 and at the same time apply for their flagship card crossing my fingers in approved then combining the two cards and canceling the card I have now.. but your saying I should wait the 91/3 and additionally wait until I see the newest updated credit score on their app before requesting a CLI and applying for their flagship card? Am I understanding this correct?
I hit my 91/3 mark on my Cash Rewards. I asked for more than the Covid 4K, just to see what would happen. I only got $2,500, bringing my limit up to $20,500. I honestly don't know why I didn't get granted the 4K. I use the card heavily every month and PIF multiple times a month. Oh well. At least I got something.

My first score was available for me to view within a few weeks or so. I don't think you're gonna have to wait 2 billing cycles.
You'll have to wait 91 and 3 full statements to apply for another card.

That's the same amount I received a few months back, also asked for more. It happens though, we're good.
Is it official now that they use TU F9 for both New APPs and CLIs now no matter what state you are from?
If so, when did that become official?
I know previously they used EQ F9 for CLIs.

@Wavester64, I do not know the exact date they completely switched over to only using TU.
There was talk about it from the CSR's at Navy. I think it has happened fairly recently.
Be interesting to see if they start giving us TU FICO9 scores, in our monthly score updates? ....
I hit my 91/3 for my 2nd Card (Amex MR). SL was 12.5k, I re-allocated 6.9k to my Platinum leaving only 5.6K. I asked for 15k and they gave me $2500. New CL $8100. I did not app for the 3rd card because I am trying to keep my inquiries in check. TCL with Navy $38100. That $100 kinda bothered me, like couldn't they give me 10k even? Maybe the $2500 is the 2nd tier for the COVID $4k?? Setting my alarm for 6 months now. I will get to 10k on that card by Fall 2021.
