While I believe @Anonymous is reliably sharing what he was told it's well-known that CSRs often are wrong about things such as this.
This is such a stark change from what has been business-as-usual at NFCU that I'll need some additional data points before I'm willing to declare that they no longer counter... I can't see how that would even work (your example of asking for $100 more than eligible for is perfectly fitting... very few people would be getting CLIs).

That's notable because I already had a 2.5 year old Platinum MC at $24k, and a more modest income than most around here.
You might not be able to get three cards at $25k each in your first six months, but if you're patient Navy is still being generous.
I'm definitely sure that I have a more modest income* than most regulars here. I won't say what it is, but my eyes regularly pop out at the multi-hundred-thousand-K, even seven-figure (!) total revolving credit lines that some regulars report, as well as the thousands, even tens of thousands, of dollars of regular monthly spend that some others report. Like I said elsewhere, I have a hard time imagining putting $3,000 in three months on a single card unless it's for a really big purchase like a top-of-the-line PC, major car repairs (knock wood) or major medical, dental or veterinary expenses (double knock on wood). That having been said, my main long-term goal is to have a smaller number of cards with better APR's (as I noted, even Navy's top 18% APR is far better than Overstock's 28.74%, with better credit limits per card. This is why, fundamentally, Navy is becoming more and more attractive to me. I really should have joined last year, but I'm going to fix that error and see what they can do for me.
*I'm hoping a promotion might come through in the near future, but I'm not 100% depending on it just yet; it's still in the hopper.

I just got off the phone with another rep and she said they do counter offer still (she said they “NFCU” talked about not doing it anymore. She advised to alsways ask for the card maximum either on the phone or online).

Hopefully they still do counter offers. YMMV but there is two maximum's. CLI max is 25k (unless you are okay with POI, as most requests over that limit will instantly ask) however the cards max at 50k (80k if its a flagship)

I think I'm going to go ahead and take the plunge, join up and try for the cashRewards card later this week; it looks like I have decent chances from everything I've learned here unless my FICO scores totally collapse in the next few days (as if!
) and my instincts, which haven't been wrong too often on credit these last few years, are telling me to take the chance too. As I noted earlier, I'll need to go to a branch because I'm hearing-impaired and hate making phone calls; I'm off early on Friday so I can go to my local branch in Manassas, VA, which is open until 7, when I get home from work. There's one as well in Crystal City (Arlington, VA) but that branch has bad reviews on Yelp.
EDIT: Bad reviews about the Crystal City branch or not - and you always have to take Yelp reviews with a grain of salt; frex, there's a local computer-building/repair shop in Manassas that I've been going to with excellent service for 15 years or more that always seems to get mixed reviews on Yelp - I'm so fired up now that I might just use my lunch hour tomorrow to walk down there with the paperwork.
