There have been many exceptions to people being > 5/24 and still getting approved for Chase products. It would be good to know though for sure if this card definitely is or is not included for the 5/24 rule for those that it would impact.
Another thing regarding the 5/24 rule... I've heard conflicting reports on whether or not non-credit card accounts in the last 24 months "count" toward the rule. For example someone opening an auto loan, mortgage, etc.
Me for example, I've opened 4 credit cards in the last 2 years but also 2 auto loans... so I wonder if Chase would view me as 4/24 or 6/24. Regardless, I get multiple pre-quals on their site (Slate, FU, CSP) so I'm thinking I would get approved if I were to apply for one of their products.
I believe the rule with Chase is the card counts if it can be used as a credit card and accepted everywhere. Cards that are just for a specific store or company do not count if they are not accepted anywhere else. Installment loans do not count towards 5/24... The CSP will give the best SL and bonus.
5/24, too many inquiries or new accounts seem to be a YMMV thing. I would have your friend call for a recon.
