411 to 681 is likely more than due to util changes and payments over a few months. Did you have baddies that fell off? I could be wrong but I don't think 400s is possible without baddies. Actually come to think of it I know a person who had 90%+ util with no baddies and her score was around 600 fico at the time.
As for the Newegg card, thread was a necro but yeah it's not worth it. Even with a good score the limits are often low (too low to be useful at a computer store) and unlike most sync cards you can't call CS to get it easily raised. If one doesn't mind the low limit and wants it for the constant 0% offers then sure go for it. But otherwise nah.
