It's been about a year since I last applied for a new card. I was frankly only looking for a new card to boost my credit limit and was mainly between 3 cards:
Amex Blue Cash Preferred (having several accounts with Amex, only really interesting in applying for this as it is likely to be a soft pull).
Citi Premier (SUB is tempting).
Chase Marriott Bonvoy Boundless (also has a tempting SUB, and Chase seems to be the most liberal with their CL's).
Any ideas who would give me the best shot at approval with the highest CL? Experian FICO8 is currently 749 and income is ~85k.
When it comes to SLs, it's really profile-specific. Unfortunately, there's no method for anyone to determine who of the 3 would likely be the highest (i.e. there really isn't enough information from what you've shared to even speculate).
That said, of the 3 you mentioned, AmEx could have the fastest growth via SP CLIs when eligible. Citi can also offer SP CLIs over time. Chase, well no SP CLIs.
Aside from the SL or potential growth, I would consider which of the 3 would provide you the best value for your spending habits when factoring the AFs. Looking at your current cards, where do you see a better fit as far as ecosystems, MRs, TYR, cashback...? Or, are you simply just going for the elevated SUBs?
Out of the 3, the Citi Premier seems to offer the most value as far as my spend goes (mostly food related expenses). Citi has also consistently offered CLI's with the card that I have open with them, however they've been pretty frugal (from 2.5k to 7.2k over the last 4 years).

I think you are likely to be approved for any of those 3 cards.
I think the Bonvoy would be likely to give you the highest SL.
