Family language here means that since you've already got an Amex Delta card, you aren't eligible for the Subs on any of the other Delta cards. Even though they are different cards, they're all in the same "family". But if that is the only Amex card you've had, you should be eligible for Subs on any of the other Amex cards since they would be in a different family. Since Amex changed things up so recently, everyones' still figuring out what constitutes a family to them.
As of right now it appears that you can still move up the ladder i.e. get approved w/SUB for a lower tier e.g. Delta Gold and instead of an upgrade-in-place later straight up applying and getting approved w/SUB for a higher tiered card in the same family e.g. Delta Platinum and then dropping the lower tiered card. What you absolutely can't do is start high and then work your way down.
this is my thought as well. I have the Amex Gold Charge and the Amex Delta Platinum, and I currently have upgrade offers w/sub on both.
