PNC Core Prequal with fixed 11.99

I got the Prequal with the fixed rate so I figured I would app to get the nice rate. 

I received the message 

Your application is currently being processed and you should hear from PNC Bank by mail within three weeks of the receipt of your completed application.

Does anyone know if this is a good indication or not?

i have 2 inquiries and three new accounts fico around 740+
