Paypal Credit Question

I had applied a few months ago, and was declined, and then reapplied this month since my credit had gotten a lot better.  They declined me me due to my previous decline according to their letter.  Does being declined once mean I can never reapply?  Thanks!

Some creditors will automatically decline an application if enough time has not passed between apps.  Barclays is 90 days.  Some Synchrony accounts 31 days.  Was this account through Synchrony Bank or Comenity?  Not sure what the turnaround time for Comenity bank is however.
