Hi guy i just recently apply for paypal credit two time and it's keep deniel and tell me that the system can't verify my identity. I was call sychorny bank but it keep re route me to paypal and paypal keep re route me back to sychorny bank. Does anyone in this situation before ? Thanks
This happened to me with Chase once (they didn't deny me perse, they put the app on hold until they could verify me) so it was important I speak to them. Have you tried reaching out to their executive office regarding it (a simple google search will get you their email addresses)? I would shoot one of them an email since you tend to be playing phone tag and see what they say.

Did you follow the instructions on the letter they mailed you?
Typically Synchrony has you go to a website on your smart phone, where you'll enter information from the letter... take a picture of the front and back of your government issued I.D. card that has your current address and is unexpired. After that you'll have to take a short video of yourself so the computer system can match you to your I.D., if the system matches you, you'll be given a code and a phone number to call to complete the application.
If you fail the verification, the card is denied and you'll have to wait 45 days to 6 month's depending on the card (I think PayPal is 60 days). If you haven't already, while waiting your time... make sure you verify your identity with PayPal (receive the text message, connect your checking account and add a credit card that has the same billing address as that on your photo I.D.
Good luck.
the letter just shows me the reason that I got denied without any additional step that I can verify my id with them. I called them once and one of the reps told me to re-apply it but it declined with the same reason again. So now I got 2 hard inquiry without any progess
About the executive office. It's a good idea I may try it now hopefully this gonna work

@Anonymous-- the decision would hardly warrant an EO engagement unless this was an escalated instance that failed to be resolved by SYNCB. This is a pretty standard verification instance. Are any of your credit reports frozen, inluding the suplemental ones like LexisNexis or SageStream? Have you checked your reports that the information you provided to SYNCB on your application matches up? The Patriot Act and KYC regulations require a lender to verify its applicants, that's not a EO decision.
I would suggest checking your reports (including LN and SS) to ensure the information there is correct (phone numbers, address, aliases, etc.) Then, you can reach their UW department via the number on the letter that was provided.
I'm assuming you have a fully populated paypal account?
EG: given them all the personal data, etc and have a bank and/or credit card added
I've been with paypal a long long time. I like it for the most part and it has been a comfort shielding bank and card info from places I've used send payment to.. but, it has been a real pain from time to time.
Regarding paypal credit, is there a particular draw to it for you?
While it is usable for sure, it's not as flexible as a credit card or has the same level of service or benefits many cards include.
One time I used paypal + paypal credit for something on steam just to try and keep synchrony from reducing my CL for lack of use. I wanted to pay it off but my paypal account locked me out. I think there is (or used to be) a way to pay by mail or maybe phone, but I also use my paypal account for other things so I spent some hour(s) on the phone with paypal to get some results.
only thing that not match is my name. Since paypal does not allow me to drop the middle name so it match with credit report

I just went through that exact same thing with the selfie and photo taking of front and back of my driver license. The phone camera cannot capture clear enough image of the barcode on the back of the ID, and after 5 attempts, I got blocked and locked out. Talking to Fraud Department after failure, I was simply told to wait for their decision in the mail in 7-10 days.
It's funny since I have no HPs pulled on any of my major 3 CRAs. At this point, I am done with Synchrony, and I wish that the letter is a rejection with the status quo on no HPs.
