Typically Synchrony has you go to a website on your smart phone, where you'll enter information from the letter... take a picture of the front and back of your government issued I.D. card that has your current address and is unexpired. After that you'll have to take a short video of yourself so the computer system can match you to your I.D., if the system matches you, you'll be given a code and a phone number to call to complete the application.
If you fail the verification, the card is denied and you'll have to wait 45 days to 6 month's depending on the card (I think PayPal is 60 days). If you haven't already, while waiting your time... make sure you verify your identity with PayPal (receive the text message, connect your checking account and add a credit card that has the same billing address as that on your photo I.D.

I just went through that exact same thing with the selfie and photo taking of front and back of my driver license. The phone camera cannot capture clear enough image of the barcode on the back of the ID, and after 5 attempts, I got blocked and locked out. Talking to Fraud Department after failure, I was simply told to wait for their decision in the mail in 7-10 days.
It's funny since I have no HPs pulled on any of my major 3 CRAs. At this point, I am done with Synchrony, and I wish that the letter is a rejection with the status quo on no HPs.
Unfortunately, unless they changed their ways in the last year, it will be a denial.
This will also likely trigger a denial on any other Synchrony applications you apply for online. One of my denials because the computer didn't like the barcode on the back of my license, required me to apply in store before the system released my failed attempt to prove my identity.
A denial would be FANTASTIC! That would be FORTUNATE for me, as long as I keep the status quo on "No HP from Synchrony." I am NO LONGER interested in ANY of their products. If the lenders can pick and choose whom to approve or not, I can surely return the favor and pick which lender I want to do my business with. After the fiasco for the last 7 weeks or so, I am DONE with Synchrony, and anyone else that practices similar patterns, like Comenity and many other "subprime" lenders with bad reputation.

Pretty sure the hard pull occurred at time of application. If I remember correctly, it was Transunion and Lexus-Nexus when I applied in 2022.
Some Synchrony lines are Equifax pulls, and one of mine was Transunion and Experian.
Hmm. It's been about 24 hours since the application, and I have not gotten any alerts for the HP. Almost always, I would get alerts within a couple of hours of application if any actual HP occurred. I will have to monitor it further to make sure. Worst case scenario, if any HP did occur, I will just swallow it and treat it as "lesson learned."
