They use a different model. CCT uses FICO 8. PenFed uses FICO NextGen 2. Totally different scores.

That is somewhat consistent with what happened to me. On the second cycle it seems to have picked up the balance that was in effect on the 3rd and 4th day of the month. But it was not 3 and 4 days after the statement date, because the statement didn't cut for another week.
So I'm thinking it's the balance in place 3 or 4 days after the end of the month.
