I applied for a CLI with Penfed in order to take advantage of a nice balance transfer offer. It "circled" a couple of times and then timed out with a 400 error. I guess I'll just wait until tomorrow and log into my account? And maybe call them to see what happened?

It seems to be a common problem with Team PenFed lately ...
You should be able to get it sorted out with a phone call.

The same exact thing happened to me and a few others. My application ended with a 400 error page. I received an email from penfed within an hour or so saying i was approved, and the sl and int rate. This was about 3 weeks ago.

I echo this sentiment. You'll receive an email from Penfed with the results of the application. It timed out on me each time OP and then I received an email.
Every time i app with Penfed it does this. You can usually see results in your online homepage. I think i called in for my first try and didnt get instant notice. Received email results were in and was approved (1 year after initial approval fyi)
@AverageJoesCredit You are the 2nd person to mention the one year mark for requesting a cli, M-Smart is the other person that reccomended 1 year. thanks.
Penfed was quite generous with me giving me a sl of 7.5k and automatically enrolling me in the honors so i get 2 pct cb.
Now i know to wait a year to request a cli although im not even sure i will get close to the 7.5k they gave me. i do have my eye on that introductory bt offer though.

Im not sure 1 year is set in stone but it feels right. I think Penfeds bt offer are year round, basically a standard 3% fee at 0% for 12 months but best to call in and inquire. Penfed was really stingy with me my first couple years but i think this past year with their big growth they passed it down to their members. Not sure how they will be next year lol.
I logged in last night but nothing had changed. I logged in this morning and noticed that my available credit had gone up. I saw a message that said I was conditionally approved but I had to finish my application.
Finishing my application was just answering whether I wanted to add an authorized user. (No, which I already answered last night.) And then it said I was approved, although my available credit already reflected that.
I never did receive an email or text about it one way or another. I'm glad I thought to log in and check.
yeah penfed's online submission process is hinky. after my membership was approved a couple of weeks ago, i was looking around on the website. I saw a message regarding personal loans and checking if pre-qualified. so naturally i clicked on it and had me go through the usual stuff of filling things out and i indicated $2k for the amount. when i clicked submit, the screen flickered, showed a pop up for a split second that said I was pre-approved for another amount. couldn't tell what the counter offer was because i blinked and the pop up screen disappeared. then a message saying my app was denied. the following day, a new item in applications showed up that said pending review. click on it and nothing. the next day it just disappeared from the list! so not sure what kind of pre-qualify, voodoo, hocus focus happened...but i was scratching my head afterwards.
