When I log on to my penfed account, at the top where it shows your last log in information is a credit card, auto, and tax products.

Is this just advertising or solid offers?

Those are part of the standard UI advertisements.

For any pre-screened or pre-approved offers, those are typically displayed on the right hand navigation menu under the 'Your Offers' icon, then click on >View all offers.

On the right side of the splash page you may see a 'My Offers' link. Click on that and you'll see the complete list of offers.

Those are solid offers and if you select one it won't generate a HP.

If My Offers is on the bottom right just over the TurboTax $20 off ad, you didn't get any real offers.

If you have an offer for a card you already have you can select it and get it as a CLI on your existing card.

I know how you feel.  I've seen my share of $20 off TurboTax promos as well.
