To be quite honest you should wait till your TU is above 700, better yet 730 to apply for the MC. More than likely they would give you the store version with a 650. I've even seen a 728 receive the store version. I waited till I was well above that range and was approved with a 764. Although I wanted the MC badly, I waited 2 yrs to insure I received the MC and not the store card.
At a TU of 650 I can say with almost certainty that they will give you the Sam's PLCC instead of the MC. While there have been a few forum members that I've seen in the 680's or 690's that have managed to get the MC I wouldn't even think of apping for it until over 700.

Yes I say wait until your TU is about 740 to get the MC. I was just approved with a 769 TU. Keep working to get your score up! In the credit game anything is possible.
As the others have said, you might be better off waiting a bit.
Just as a data point, I will add that I got my Sam's Club MasterCard with a TU in the low 700s (I think around 720... I can't remember the exact number) but I was only given a credit line of $1500. I have a feeling if my score had been closer to 750 I would have done quite a bit better.
Uncle B I got 10k at 769 TU, I damn near fainted at the service desk as I apped in-store. When the cashier told me my limited I wanted to cry because that was my highest CL and I was not expecting that much. Dont know where I'd be without Myfico...lol I am know teaching my kids the importance of your credit score because you need a good credit scores to accomplish your goals.
