Is it like stupid not to recon and try to move to getting the cards? Or is it okay to just let it lie since I don't really need the card right now?

The pulls will remain on your credit report(s) for two years, and factor into your scores for 1 year. Whether approved or denied, you applied for credit, which is what the inquiry is for - to let other lenders know how many times you have applied for credit.
For the store card, I am not sure if Synchrony Bank offers a way to recon. I'll let others chime in on that. You only list an EQ score in your signature in the 650s. I'm not sure which bureau Chase pulled from for the app, but generally a 650ish score would be very marginal with Chase. You could certainly call to recon that one, but if you have a lot of recent accounts or recent delinquent information on your reports that may be quite an uphill battle.
Before reconning, you should try to find out the denial reasons first.
I just gave it a go on the recon with Chase. They woman just explained to me that it was because of too many recently opened accounts, 8 and a derog (which I explained was actually paid and was an inaccurate derog, but was reopend when I sent a letter to the creditor about it- my credit report shows a comcast bill opened in May. but the thing is I always paid off my comcast bill, and I know for a fact I ended up paying it off in full, which is why I haven't paid it off, but when I tried to send a letter about it showed it reopened and the creditor says its accurate- well it isnt, but whatever- so I just have it on there.... ? Not sure what to do.... it's only like $230 should I just pay it? so it's offically gone-zo?)
Anyway, I just don't know how to succesfully recon if they are telling me the things they don't like about my report.... like do you launch into a story about why I've recently applied for new cards, like say something like I'm trying to improve my score or something? I don't know... Should I even try again, since I don't need the card really anyway??
I've seen people on here have success with chase after the 3rd attempt, but I just don't know what to say differently that could potentially lead to success?
But really who doesn't need a chase card? So I feel like it is worth calling back if I have some hope for what I should say? any help would be appreciated. Or just give up could work too haha
So I think what I am going to do is to just explain that I am calling to recon only because I am interested in having an account with chase, and that I just really want to have a chance to have a start with a credit account with them... maybe that will help, since it is the truth, its really the only reason I'm calling.

I tried with saying the reason for my recon was because I was interested in having an account with chase, and the CSR was very nice, she put in a recon application, but came back and said she wasn't able to approve it, so she told me she can do another recon anytime in the next thirty days, and I asked about whether I should address my delinquency with comcast, since I really didn't actually owe them anything when I moved out and it was an error with the billing, she told me that if I do the recon in the next thirty days it will use the exact same information, but if I RETRY after and do another HP on my account in the future, that they will pull from a different Credit bureu, which is good because my deliency only shows up on my TU account, not on my EX account. So I think I'll just wait, one of the reasons is because some of my cards are showing high balances, but they are cards with teeny limits, so I just transferred them over to a newly opened account which only uses about a third of the limit and will pay them off there. Then reapply. Hopefully, this will help my file look more appealing.

I'm confused on your scores. Where are you getting your TU & EX scores of around 620? Which FICO score is 618? You have an EQ score of 653 from just under a month ago in your signature; where did that come from? Usually when we talk about FICO scores we mean the FICO 08 model, and you would have three different scores using that model from EQ, EX and TU. There are LOTS of different types of credit scores, even different versions of FICO 08 (such as the EQ FICO 08 Bankcard Enhanced version that CitiBank cardholders get each month). You also have to take into account that different models have different scoring ranges. The 545 score Chase gave you is on a scale from 250-900, while the FICO 08 scale runs from 300-850. Regardless of 545 vs 645, it is not easy to get any card with Chase unless your scores are significantly higher, and can be very difficult to get under 680 or so on the FICO 08 scale.
