Nothing to really lose by asking again other than another possible letter. Don't worry about asking for too much. Bank of America always counteroffers when you are eligible for a credit line increase but not the full amount. If no increase or counteroffer is given, you are likely not eligible at the time you asked.

Oh wow that response sounds scary. I did not expect that type of letter to be sent.
It isn't a bad letter. Just a letter stating why they denied you. Usually no AA from BofA in CLI requests that I'm aware. One post said someone asked too often so they added it as a reason for denial. Doesn't hurt you usually. I am a banking, savings, credit card holder with them. I looked at your signature, I advise you to call in to request a product change from that BankAmeriCard MasterCard to something more useful such as the cash rewards or travel rewards. I know I'm ditching my useless platinum MasterCard once it graduates. I have the travel rewards as my everyday spend. But don't get frightened by BofA. Just give it another 91 days and try again. They are a relationship heavy lender and they have been cutting back as far as increases go to many, unless you have exceptionally high limits with them. Even then they are granting them. But not to everyone with average credit. My relationship with them isn't enough to unsecure my card OR give me a CLI on my travel rewards even though I am a Gold Preferred Rewards client l, which is still low income compared to their platinum honors tier. For what it's worth, you have a good relationship and likely won't ruin it by requesting a SP CLI. They are pretty direct and honest with their denials from my experience. But YMMV , especially to non banking customers.

Do you mean double dip as in they pressed the button more than once and got approved for each request on the same day? I'm guessing BoA updates their systems after midnight?
Usually update between midnight and 3am.

Not "after midnight" but yes nightly.
If you get an immediate approval and make another request the same day (more exactly, before that night's processing completes) the subsequent request(s) for the same account will typically trigger a 7-10 day message. Keep in mind that a 7-10 day message doesn't always mean a denial.
It's also possible (BTDT) to get instant CLI approvals on multiple cards on the same day if they each have a 'request a credit limit increase' hyperlink showing.
I second this. A 7-10 day is not always a denial.
