These may be profile specific but the above is my personal experience.

Both Kohls & Comenity express that they may do a HP but so far it's not happened to me in over 4 years.

My VS was bumped up from $500 to $750 in October and it was a SP (no HP alerts or records on my report for it). It was an auto-CLI though. Might be that if you request a CLI they’ll HP you but that’s just speculation.
