Did you call them after they prompted you to call in? They typically want to text you a code on a number that's listed on your CRAs.

Agree.
Absolutely call.
I received such a letter when I applied for my Lowes card.
Letter either implied or explicitly stated it was going to be a denial but after a short call it was approved.
A week or so later after asking for credit line increase on web site it ended up being one of my highest credit lines.

You need to call back again unless you don't want the card anymore and are ok with the wasted HP.
HUCA is always a rule of thumb on any CSR interaction. Just because one rep is having a bad day doesn't mean he/she gets to ruin yours as well.
