Recently asked for a CLI on my Amazon store card, and was denied. I got the letter today and under the date of the credit report it said November 17, 2016.
If I call Credit Solutions tomorrow, will they do a fresh SP, or go back to this three month old one? I've paid off quite a bit of debt since then, and only have a small balance reporting on two of my cards. -$386 on QS and $9.99 on my BBR.
I suggest you wait till around the 17th or later until they do another soft pull. Even if you request they do a soft pull, they are likely going to just use the old report. So if you can wait, I suggest you do so.
In my experience calling CS is a soft pull from that date. I've compared when going online and the letter reflects an old score versus a letter after calling CS and it's the day I called.

What is your current TU score? You know Synchrony bank has those tiers for their cards. I've been stuck at $6k on Amazon for well over a year since I haven't been able to get my TU over 720.

I just did a TU backdoor look and Synchrony SP'd me on 1/31/17. I wish I could remember the exact day I requested a CLI

767 according to MyFICO, but I know it's a couple of points lower than that- I just took a HP for a BoA CLI on Friday, and MyFICO *still* hasn't reported it. Creditwise from Capital One sent me an email while the CLI request was still processing.
I had the same thing happen last summer with Lowe's... when I tried for a CLI online they turned me down due to something that I knew had recently dropped off my credit reports; the letter also stated the denial was due to a report from several months previous.
When I called Credit Solutions they put me on hold for a couple of minutes to do a new SP, and when the CSR returned he approved my request in full. (You can read about my experience here.)
There's certainly no harm in giving CS a try... if it were me I would if for no other reason you won't have to be concerned about it for a while (regardless of the outcome).
