Is this ever not a denial? They seem like such a computer driven company that if it's not instant, it's declined, no?

I recently closed my 3rd and final Target Card just a couple weeks ago because of the low limit and no CLI.
I applied for a new card couple weeks back just before closing my 3rd and last card and it was pending instantly but NO PULL because they said in letter I already had an account... so this time I received the instant alert from CreditKarma and logged in to see Target pulled TU so they are actually processing this application.

UPDATE:
Called and it was declined for Inquiries.
I asked what is to many.
She said usually anything over 7.
I was like yeah right, forget that... won't be a target credit customer ever again if that is the case.
That's STUPID! it's target... get off your high horse!
Target can go....... You know the rest.. I closed my card there just because of the $300 limit, ridic..
I had a target Visa back in the day that I closed(was cleaning house a few years back to weed out some cards)had a $15K limit,wished I would have never closed it out lol
