Why do you say that? What's wrong with a $5k CLI every 6 months to a card that's already got a monster limit? I'm not sure how that's a waste of time.
The key words being "monster limit". I've seen entirely too many people on workiing towards those "moster limits" only to reach those stratospheric limits only to come crying on here when the creditors start slashing limits, citing "unused limits" or when they get turned down for CLI's on other cards saying "too much available credit".
I've got an 18k limit on my AMEX ED card and I highly doubt I'll ever ask for more on that card...
My goal is to have 3-4 cards with 5 digit limits and trim the fat of having as many cards as I do, but then, to each his own...

Honestly, only call if you wish further disappointment.
A 1k SL with AMEX is kinda like a "Here kid, let's see how you handle this. Do well and we'll give you more later on". Wait til the 6 month mark, using your card heavily and making regular and frequent payments during that time and you'll see the patience pay off quite nicely.
What is a 2k SL on a BCE then?
A low SL.
Work with it for 6 months, ride that puppy hard and make regular payments and they'll give you a 3X, worked for me... The other guy got denied twice for a CLI and now he wants to call... They gave us low SL's for a reason. A foot in the door. Act responsibly and they'll reward you, as they did me, who now has 18k, which is more than I'll ever use!!

That's one perspective. There are also equally just as many people with $40k-$50k limits that they've pushed over time that are perfectly happy with them that haven't been slashed at all. It's really all about the individual and what they want. My goal is similar to yours in terms of number of cards with solid limits, but I do like having a couple of cards with monster limits as well. It's all about knowing what your profile supports and not getting too crazy. With the number of people on this forum that have credit limits 2, 3, 4+ times their income, I feel pretty comfortable pushing things to 1-1.5X my income tops. Obviously credit profile/score is a huge factor as well and unless someone has top notch scores I wouldn't suggest they really push things, but that's just my take on it.

It doesn't matter which you try first, just know that there's only one 3X CLI per customer account, not card, per 181 days, so choose wisely...

You may try at that point, but so few people get a CLI at that point that it really isn't worth repeating... In fact, if you're building, it would be best to maximise your chances by waiting a little longer and having a good rapport built with them before you go knocking about for CLI's. IMO...

Just to clarify...
CARD ACCOUNT = the individual cards, i.e Amex BCP, Amex SPG etc...
CUSTOMER = the "primary" card holder, i.e the person who's credit was used/pulled to open the account.
181 Day Rule Overides 61 Day Rule -> i.e Amex #1 $8k SL opened Oct 1 2016, CARD eligible at 61 Days, 3x CLI reqest to $24k Approved Dec 1, 2016. Amex #2 $2k SL opened Mar 1, 2017, CARD is eligible at 61 days, but ...CUSTOMER is not eligible until 181 Days from Dec 1 2016. ( which is May 31 2017 )
91 Day Rule Overides 61 Day Rule -> see above, but assume 1st request was denied, then it would be 91 days from Dec 1 2016. ( which is March 2, 2017 )
61 Day Rule -> "CARDS" are eligible at 61 days to request a CLI, but the CUSTOMER is only eligible if it has been 91+ days since last denial for a CLI OR 181+ days since their last approval for a CLI...across ALL OF THEIR CARDS.
