If you're already an Amex cardholder and see that you're preapproved for another card and apply for it, it's a SP. Both my recent approvals were SP. I'm not sure if that's the case if you applied for a card you're not preapproved for.
However, if you're not a cardholder with Amex yet then of course any application would result in HP.
